The drop will fail if any private key in the database is protected by the master key.

Master Key Dark Souls
These keys will open any lock box, so you can save them for future lock boxes.
A Master Key is used to unlock a single Lock Box, which can be found during missions and featured events, or purchased from the Dilithium Store or on the Exchange.
Master Keys can be purchased from the Zen Store for 125 for one, 1125 for 10, or 2250 for the Key Ring Bundle[1] which includes 20.
